The neighbourhoods that held best are the ones with the least supply and the most ordinary houses: Walnut Grove at 3.6 months, Salmon River with a small shelf. The ones that fell most are thin markets where a handful of sales move the index; County Line sold two houses in the year. A 10.9% fall on two sales is arithmetic, not a verdict.
If you are buying to hold, the tight neighbourhoods have shown what they do in a falling year. If you are buying in a corridor that fell 9 or 10%, you are buying the correction, and the leverage is yours; just do not expect the index to tell you what one property is worth.
